Ships can still operate while being modified

Issue description

When I go to ship designer, it is trying to make armor. I have 2 issues:

1. It says ship can still operate while modifications are being prepared. However, when I attempt to click a location on the world map, it says "Ship is being modified
2. To add armor to the ship it requires 400 iron. I have iron (though not 400) and my trucks are status busy (not red), but the armor never builds, even after an hours play.

Reproduction steps

1. Load save.
2. Look at ship.
