Issue description

When selecting any balancer (e.g. a pipe balancer or a molten balancer), hovering over 'Enforce strictly even inputs' shows the same tooltip as hovering over 'Enforce strictly even outputs'. While the tooltip mentions 'Input strict ratio works in a similar way' at the end, adding a custom tooltip for 'Enforce strictly even inputs' would be clearer regarding how the balancer behaves when this mode is activated. I also had some initial trouble understanding how those two modes work since the tooltip for 'Enforce strictly even inputs' describes how 'Enforce strictly even outputs' works. A custom tooltip for 'Enforce strictly even inputs' could help in such situations. Furthermore, this seems to be a relatively easy polishing step.

I suggest the following text for the 'Enforce strictly even inputs' tooltip:
"If you enable strict input ratio, products will be taken from all ports evenly. If a port cannot provide any more products, output will pause until the port can provide any product again."

If a custom tooltip is implemented for 'Enforce strictly even inputs', then I also suggest adjusting the tooltip for 'Enforce strictly even outputs' such that it no longer mentions the 'Enforce strictly even inputs' mode. This new tooltip could look like the following:
"If you enable strict output ratio, products will output to all ports evenly. If a port cannot accept any more products, output will pause until the port gets freed up."

Reproduction steps

1. Place any balancer. I will choose a pipe balancer for this example.
2. Select the placed pipe balancer.
3. Compare the tooltips for 'Enforce strictly even inputs' and 'Enforce strictly even outputs' by hovering over each respective text. Observe how both tooltips are the same while they should describe two distinct modes.
4. Furthermore observe how the tooltip for 'Enforce strictly even inputs' describes the functionality of 'Enforce strictly even outputs'. This tooltip should describe the functionality of 'Enforce strictly even inputs' instead.
