Issue description
Aluminum Cell seems to not match 1:1 to Rotary Kiln (gas) for Alumina production, it should be 24 out, 24 in and thus never reaching a partial input, but somehow it ends up staggered even with import/export off. (This last batch I went from 12 internal to 8, which if it used 24 a craft it should have landed the same.)
Note the red meter of input not being full.
Reproduction steps
-Create a Rotary Kiln (gas) and an Aluminum Cell in planning mode
-Disable Import/Export on them both
-Provide them the relevant materials via belt to insure ratios don't get touched
-Unpause them to create them
-It should be 1:1 ratio as listed per 60, but instead you end up with partial meters showing the ratio listed on the UI is incorrect.
