Copy settings tool ignored and overridden when used on daisy-chained storages

Issue description

Truck Export and Import settings cannot be copied using the V-settings tool IF the storage is part of daisy chain.
It gets over-ridden with the default rules (front can export only and back can import only)

Also attaching belts after manually changing rules myself resulted in the import/export rules to be overridden ANOTHER time back to the default daisy chain rules.

It's a rare-use case where i want all boxes to be imported from advanced logistics from nearby Forestry tower, i care-not the order, since the front ones are closer and would disable all exports to prevent outside trucks from looping.

I've used same setup before and settings-copy tool did not behave this way.

Reproduction steps

1. Daisy chain atleast 2 storages together
2. Set both import and export to white on all storages,
3. press V over any storage and paste it to the other,
4. Notice it instead disabled import in the front, or export in the back.

One year later and I made omni tool individual settings brush for this exact use case when eye dropper copies more than what you wanted to change; so you don't have to update 1 building at a time.

Resolved? Modding is fun = )
