Steam locomotive wasting fuel while waiting in line. (Bug?)

Issue description

I've had several trains run out of fuel while waiting in line to unload their cargo. I doubt this is intentional considering that trains that are actively unloading don't seem to keep burning fuel.

Reproduction steps

1. load attached save
2. Watch train#9 currently burning fuel waiting at station.
