Recycling edict 5 is locked and won't start researching

Issue description

Recycling edict 5 is locked and won't start researching. It says "In queue (2)" and nothing happens.

Reproduction steps

I have a save from update 2. Everything was researched. In update 3 I researched everything but Recycling edict 5.

Release notes from v0.7.3a say that it was fixed. But nothing changed.

• Fixed Recycling edict V that was not researchable in pre-Update3 save files.

Same here, on v0.7.3a (b439) still not researchable.

It was fixed in v0.7.4. Thanks!
