New maintenance depots have basic production level

Issue description

New maintenance depots have basic production level.

Reproduction steps

I researched Maintenance output 1 and 2.
My maintenance depots production increased. (255 for maintenance 3 depot)
When I build new maintenance depots they have basic production level (240 for maintenance 3 depot).
New maintenance depots keep the same production level even after save/load.

I believe it was fixed in v0.7.3. It was probably connected to this fix:

• Fixed offices that kept providing benefits even when paused or destroyed.
