Ore sorters cannot be built after re-enabling the Use Ore Sorting setting

Issue description

There is a bug: when you set to 'don't use ore sorters" in the middle of the game, and then switch BACK, you can no longer build any!

2. Try to build ore sorters
3. They just don't appear, even though they are on the blueprint...
