Export setting resets when using Quick Remove

Issue description

With (at least loose) storage, if you have set it to keep empty by trucks, but then use "quick remove" unity action, the export setting resets.

Reproduction steps

1. Attached save (probably any save)
2. Click one of the mine storage bins
3. Hit quick remove to empty it
4. Export settings have reset
