Fuel Station II not being used

Issue description

I've got 3 Fuel station 2's, all full of diesel and plenty of diesel in storage, but I've got vehicles all over the place running empty.

Reproduction steps

Load Save
See warnings for "Pickup has no fuel" and "Not enough fuel to refuel a vehicle".
See that three fuel station II have full fuel.

To add, I had forbid my diesel storage from being used by trucks, but once I allowed that, they all flocked to the fluid storage to refuel, instead of using the fuel stations.

I also added a fuel station 1, but they are not using that either.

this seems to continue to be a problem with all fuel stations, it just seems like random newly built fuel stations are simply "not added to a list" that any vehicle can go to, when they obviously clearly can

I have 15 H2 stations with this bug
