Train stuck at station after loading back half

Issue description

I have a refueling station and a loading station partially overlapping. The train refueled at the refueling station, and then loaded the back two cars. Because the train was set to "until all products provided", and because the train was ahead of the loading stations, it never departs

Reproduction steps

1. load save, train is not departing
2. force train to proceed
3. wait for train to run out of fuel
4. after train refuels, will wait at station indefinitely
