Newly researched Chemical Plant II show in Smelting

Issue description

I’ve just researched Chemical Plant II, and a new yellow mark appeared in both Smelting and Crude Oil Refining sections. In the Smelting section Chemical Plant is not listed.

Reproduction steps

1. Load save file beforeChplresearched.zip.
2. Wait approx. 2 minutes until the Chemical Plant is researched.
3. Two icons appear in the bottom menu bar.
