asembly plant and maintenace plant stop working

Issue description

hello:,
I am using update 3 v 0.7.2(b432)
I don't know why but my assembly plant and maintenace plant using pcb and electronic II stop working.
I deleted transport belt and buid it again, I deleted the plant and build it again. Nothing work.
pcb and electronic don't come in the plant

There is no room in the storage. It won't work until the internal output buffer is empty.
