Cannot explore more of world map, and have not found Radar

Issue description

I have explored all the possible locations I can and have not found the radar. I am either blocked by enemy ships or the distance is beyond my ships currently capabilities which are blocked from update.

Reproduction steps

1. Load Attached Save file
2. Observe no radar and nowhere on world map is accessible...
