Fuel truck shows wrong alert when it cannot reach a vehicle needing fuel

Issue description

When a fuel truck needs to refuel a vehicle which is currently 'stranded' (no navigation options for it to reach it's next target)
OR
when a vehicle wants to refuel and cannot reach the fuel station

THEN
an incorrect alert message is triggered: "Not enough fuel to refuel a vehicle".

Reproduction steps

Possible scenario 1:

1. have a fuel station and a truck (vehicle 1) assigned to it, to refuel other vehicles.
2. lock another vehicle (vehicle 2) in so it cannot reach it's next destination.
3. wait for vehicle 2 to run out of fuel.

It could be that steps 2 and 3 happened in reverse; regardless the result is that the fuel truck cannot reach the other vehicle and triggers an alert with an incorrect message.

Possible scenario 2:

1. lock a vehicle so it cannot reach the fuel station.
2. wait for vehicle to run out of fuel.
