Issue description
I started a new game when update 3 arrived, playing on Armageddon Map. I am current with all fixes for the game. One of my main problems (not counting the constant CTD's) is that on this map I am capped at a max of just 6 ground water pumps!. Is this a bug or intentional? Now, no matter where I try and place extra groundwater pumps (on the water patches) trucks wont supply the pumps with the matirials needed to build them. I have more than enough of the yellow contruction parts II and still the pumps wont get build. Traffic status is: Stable. Even selecting the priority to 1 High or Urgent makes no difference, no more water pumps can be built.
I am not using any mods.

I have uploaded my latest save file as there are no steps needed to reproduce ths problem.
