Cannot rotate building ghost while other building window is pinned

Issue description

Opened a building window then pinned the window to stay open. Then tried to build another building, but when trying to rotate the ghost the recipe selection for the pinned building opens.

Reproduction steps

1. Open a building window
2. Pin the window to stay open
3. Select a building from the build menu
4. Press rotate key
   Expected: Building ghost rotates
   Actual: Recipe selection for pinned building opens
