Rail deconstruction - Trucks move 1 gravel at a time

Issue description

I deconstructed a wrongly built rail piece. Trucks moved the rail parts back to storage as normal.

The gravel was picked up 1 at a time to be moved to a different rail construction project, with space for more than 1 gravel.
