Issue description
Train ignores train station limit. Limit on Coal unloading is set to 5 on both stations. One station on the right (Farther from coal loading has already 5 trains. But a coal train (the 6th) is waiting for this station, despite there being a free coal unloading station, which is also nearer to both of the coal loading stations.
I have 2 stations for coal loading with 5 and 1 as train limit. I have 2 unloading stations for coal with each 5 and 5 as train limit. 10 trains are serving this line. If i use less coal than i produce i would expect that all 10 trains would be waiting at the coal unloading in a 5 - 5 split. But in the screenshots one station has 6 trains despite a train limit of 5.
Reproduction steps
I dont know what causes the Bug. I have 2 stations for coal loading with 5 and 1 as train limit. I have 2 unloading stations for coal with each 5 and 5 as train limit. 10 trains are serving this line.
