Issue description
A rocket launcher gets stuck and will no longer load rockets and cannot be deleted. The state appears stuck to not allow new rockets to load onto the launcher and rockets will queue up next to the launcher but not load. The launcher also cannot be deleted and rebuilt.
Reproduction steps
Reproduction:
- Load .save file
- Locate the three rocket launch pads on the island
- The launchpad with no rocket loaded in the .save is bugged. It will no longer allow a rocket to load, and cannot be deleted. Attempting to delete it will give a 'Rocket Transporter must return' error, and it will no longer function.
