Issue description
When you load a saved game, the mouse is stuck in ‘rotate view’ mode. As a result, right-clicking does not bring up the information window for a building, but rotates the camera position.
Reproduction steps
1 Load a previous save
2 the mouse is in 'rotate view' modus. Game cannot be played.
3 you have to abandon the game and restart.
