surplus power

Issue description

Just run out of coal in storage that supply boilers for power plant, got set belts to deliver it but, setting it to use it for surplus power ain't do anything ;/

And what makes you think it's a bug? Your generators aren't working, where will the surplus energy come from?

from diesel gen? that is next to power plant :). it got button to make surpluses power :P.
and set conveyors to use surpluses but ain't doing a thing beside there is no sign no power :). Just to jump start whole thing

You need to read in the dictionary what the word "surplus" means.
