Diesel locomotive running out of fuel while waiting

Issue description

This keeps happening to me when I use multiple trains and they have to wait to unload at the same station, the second train runs out of diesel while waiting for the station to become available

I did not try steam locomotives

Reproduction steps

1. Have a train wait at a station (loading or unloading doesn't matter)
2. Add a second train to wait after it
3. Second train runs out of diesel while waiting
