Heavy machinery blocked by train tracks

Issue description

Heavy machinery as excavators or trucs, can't pass over train tracks passages, or under bridges. This divides the parts making impossible to go from one part of the island to another

Reproduction steps

Build a track, build a passing componing with enter middle, and exit, and go to a heavy excavator path tool, you will see the passage is red for that vehicle type, same issue if you look under tracks at maximum heigth

Are you using the "Large" level crossings? Mega vehicles cannot pass over the regular crossings. As for elevated train tracks, haul trucks should be fine, but mega excavators cannot fit by design, same with pipes and belts.
