Rename the issue to "After maintenance depot update, no new recipes appear." If you build maintenance depot II, the recipes are available.
I seem to have the same issue. I have completed up to research lab III. I have built thousands of Electronics II. The research for Construction IV shows I have built 0/20 Electronics II. I cannot find the recipe for Maintenance II in a Maintenance II depot.
Is there a solution/fix to this? Load is dead in the water without a fix.

Until they fix it, demolish the maintenance depot and build maintenance depot II.
