Large Ore Sorting Plant keeps accepting a product it says it has too much of

Issue description

The Large Ore Sorting plant seems to randomly ignore when one of the sorted materials is backlogged. Even though the material (I have had this happen both with Iron Ore and with Coal) says "The sorter is not accepting more of this product because there is already too much of it.", trucks will continue to dump it until there is well over 1500 of the product in the unsorted input, rather than waiting so that trucks with other products that are not backlogged can dump their material first.

Reproduction steps

1. Build a large ore sorting plant with several mines feeding in to it. Make sure that your mines can produce faster than you are consuming the products.
2. Wait for a backlog of trucks to develop, and you'll see that some of the trucks no longer wait for the input to clear of the material they are carrying before they start dumping.
