Issue description
After setting up aluminum recycling, I quickly found that I had too much aluminum scrap. To counteract this, I turned off my aluminum cell completely, only producing aluminum through scrap recycling. It has now been off for decades, and I find that the amount of aluminum scrap still slowly continues to creep up. This is with only recycling edit IV. I can't imagine what will happen when I am able to enact level V.
Reproduction steps
- Start making aluminum
- Turn off aluminum production, and only produce aluminum through scrap recycling, no new aluminum.
