Issue description

If a truck pathfinds to it's target (in this case a dump site) and it then has no fuel, it should complete it's current task before repathing to a fuel station. It's already there, so it doesn't make sense that it should be able to go all the way back to a fueling station if it can't dump the payload.

I have my vehicle out of fuel setting set to "stops working". Based on that it would make more sense if it just stopped and did nothing. The truck in the attached image arrived with 0% fuel, decided it couldn't dump it's payload, but that it could drive all the way back to a fueling station.

Reproduction steps

  1. Find a truck with some payload
  2. deplete its fuel
  3. manually navigate it to a dump site (didtance does not seem to matter)
  4. Truck will drive back to fueling station rather than finishing it's job
