Title screen runs at 100% GPU and 100% * 2 cores CPU

Issue description

On the title screen, CPU usage (Captain of Industry.exe) is 14% (more than 2 cores) and GPU usage is 100%

Reproduction steps

1. Start the game.
2. Leave at title screen.

In settings, you can set vsync or limit the number of frames for menus to avoid this if needed. By default, the game will render the maximum number of frames possible.
