Map editor won't publish map

Issue description

I have a map that I downloaded in Update 2, and i was trying to edit the map for update 3 and I only removed or changed the resources on the map and never messed with the terrain itself. When I try to publish the map for my own Playthrough, it saysunable to publish because shipyard failed to build, and settlement failed to place for location 2.

Reproduction steps

1 load map editor
2 select All-in-One map.
3 Change multiple resources, and publish map.
4 won't publish because location 2 shipyard failed to build and settlement failed to place. ALso happens with location 4 on same map.

Can you share the map with this issue? It is likely that by changing resources, starting location becomes not valid, you may need to adjust it.

I have fixed the issue, which was resources being adjusted too close to the starting locations.
