Dialog in shipyard doesn't show why ship cannot deliver goods

Issue description

The dialog in the shipyard doesn't show why the ship cannot deliver goods. The check-mark icon is deactivated and the hover message says that I should deliver goods, because everything need is in the shipyard.
In my case I don't have enough crew in the ship to be able to deliver the goods.

Reproduction steps

• Have a damaged cargo ship event on the world map
• Have all materials for the cargo ship deliverd to the shipyard
• Remove crew from your ship

When I hover over the 'Deliver cargo' button in the world map, I get a notification, that I don't have enough crew in the ship.
It would be consistent to have an equal message.

If you click on the ship, the number of crew will be shown.

If you click on the ship, the number of crew will be shown.

I know that. What I suggest is, that the button shows why it is disabled like it says in the other dialog.
