Issue description

1. the ship has no fuel. can not add fuel. added fuel to shipyard and no fuel on ship.
2. after playing a while. belts do not complete building. also other builds are on hold waiting on parts that are full at manufactory.
3. mines get stuck. trucks not loading mixed items to sorter.
4. priorities not working. set belt to 6,4,2,1,highest. and nothing happens.
5. web site will not attach file. "file type .save not allowed".
