Dumping causes underground resources to spread

Issue description

When dumping adjacent to a resource patch that borders an ocean (in an attempt to create a safe wall for future extraction), the resource patch will "expand" into the newly dumped area.

I dont know if resources are actually being created, I have not dug down to check yet.

Reproduction steps

1. Load save
2. Dump any material adjacent to the resource patch that borders the ocean
3. Observe additional resource markers are added at some point

The columns showing resources don't appear if there is only water above the resource.

That would explain it, I assumed if I couldnt see the marker then there was no resources
