When moving (all) nuclear waste from one storage facility to another, information about the decay rate is lost.
In the original storage facility it was "Safe in 1 year", in the target one it became "Safe in 92 years".
Even taking into account that new barrels are mixed in - the old ones must be accounted for (each of them) as "decaying in 99 years", "decaying in 98 years", etc.
