Captain of industry vehicle depot doesn't want to build

Issue description

Just hit T3 Vehicle Depot tech. Cant build it though. Have the parts, its accessible, its at urgent. Nothing happens. The parts are half a screen away and nothing happens.

Well thats kinda embarrassing! Have no idea how the no export rule got there though. Maybe i copied another when building these and it got carried over.
