Building not possible

Issue description

So far, making naphta, but suddenly I cant build anything. When I place it, trucks are not coming to bring materials for building. Yes, I have materials, yes trucks can export it from the warehouse, my buildings are not in planning mode "B". I started to use unity pts to build it quick, it worked. But after a while I cant use even this. And I still have 148 unity pts. Have no clue, what is wrong...
