Issue description
This has happened in a couple of games now and confuses me. I now think it is a bug.
Specifically, setting up a contract to import goods in exchange for Vehicle Parts 2. (May happen for other contracts, but definitely does for this)
I set up contracts, start exporting Vehicle II parts and get some imported goods in return. Great!
But then when I check back later, everything has stopped. The export module is full of goods to be exported and the belt feeding it is filled, but nothing's coming back. The ship simply says "0 imported goods available". Even if I wait for two forevers, no more imported goods become available, so I can't produce any luxury goods for my needy people. Cancelling the contract and restarting it doesn't help - and in the contract page, it also says there's 0 available.

/u/xl2s came up with the following theory, and indeed, when I switched to using trucks instead of belts, things work smoothly.
I’ve seen this behaviour where if the export module is connected to a belt and constantly getting products, then the ship never leaves until it is fully loaded, even if it has more units loaded than the ones required for a trade. What I do is pause the conveyor that leads to the export module and let it load whatever reminder had into the ship, then it sails away correctly.
Essentially the ship doesn’t leave even if it has enough for a trade because the export module is still receiving products and it’s like “wait a bit there’s just one more thing to load” every time
Reproduction steps
Create dock. Add modules. Supply modules in and out with belts and items.
First few shipments happen normally, then the ship just stays there.
