weird problem with tank throughput

as I was playing, I noticed my crude oil slowly going down over time. it shouldn't be going down because my refinery uses 300 crude and it's fed with a 450 pipe (see image). not sure what's happening...

reproduction steps

  1. load this save (bug - oil input is slow.save)
  2. notice that the pipe to the far right in the image oscillates between idle and working and that the crude in the tank is slowly draining

Image

fix

  1. select the rightmost tank and upgrade it to fluid storage 2.
  2. after it upgrades, observe that now the pipe no longer oscillates and is constantly working, allowing the tanks to fill up

Image

initially, I thought perhaps it's a throughput issue, but I have another tank1 that has ~500 water going through it -- so I don't really know what could be causing the problem.

It doesn't look like a bug. It's just that the storage I throughput of one port is 300/60. Just plug in the second input port, the cheapest pipe I is enough.

I have another tank1 that has ~500 water going through it

This means that both input ports are connected there, or the water consumption is less than 300/60.

the tank I was referring to is actually just over next to the distillation units. it looks like this:
Image

it doesn't have 500 water going through it right now (that was when I was filling up the tank next to town) but it still has >300. you can see that I have 2 pipes (200+450) connected to one input port. so that got me thinking that maybe it's the connector that enables the faster throughput, so I tested it:

with both pipes connected to the same port, it works fine.

further testing: putting a connector in series also allows it to go full speed:

would the connector unlocking full speed be considered a bug?
