Issue description
At some point, astronauts stopped being sent to the station
Reproduction steps
There were several attempts to deploy research on the space station. Astronauts were sent normally.
But I did not have enough resources and I folded the station.
After scaling the resource production, I launched the station again and improved it. But the rockets stopped loading astronauts, only resources.
