Rebuilt degraded high-level satellite costs station parts, not the basic ones

Issue description

Just like the title says.

Reproduction steps

Build a satellite and upgrade it to a level that requires regular station parts
Let it degrade and fall from orbit.
When you rebuild it, even the basic satellite now costs regular station parts to build instead of station parts (basic)

That's working as intended. It means players don't have to produce already obsolete parts just to ramp up their space station back to where it was.
