Trains attempt unload even if module is full

Issue description

When a train comes into a station and a truck is empty it will skip trying to unload that truck. It only tries to unload a truck if there is something to unload.

However, if a module is full the train will still try and unload an non-empty truck even when the unload is unnecessary. This is inconsistent and slows down trains which do not need to stop.

Observed with fluid and loose modules/trucks

Reproduction steps

1> Create an unload station with one module
2> Create a loading station with one or more modules of the same type. Its quicker and easier to see the problem with larger numbers of modules
3> Create a train with the same number of trucks as the loading station has modules

The train will stop and try and unload every truck at the single unloading module even if the module is already full.

Please note: If there was a sandbox mode I would have created this scenario for you to save you the trouble

This is working as intended. Full/empty modules could change state. Full/empty trucks cannot.
