Visual flashing and tearing

Issue description

Intermittant and constant similar visual effects but from different sources.

1. Metal casters, when smelted material enters the forms (copper, iron, and steel)
2. Wheels turning, seen on transport lifts and power generators (not as common)
   I've not progressed very far, but these are the examples I've seen thus far.

Reproduction steps

Appears straight away when loading save. Tried a completely new game on another map and have the same issues. All rendering settings make the same artifacts. Zooming in or out does not seem to help.

This is either a hardware or a driver issue; we don't have any other reports in this area. If it occurs again with everything updates, please provide log files if we can find something there.
