truck going to wrong fuel station

1. load this save (bug - truck is using top fuel depot.save) (v0.7.7 b470)
2. observe that the tower he is assigned to is the lower/closer fuel depot
3. observe that he is also driving right past a diesel tank

I have a feeling that this is caused because the fuel depot he's assigned to may have too many trucks going to it already and so there isn't enough unreserved fuel available in the station. it looks like it falls back to searching for another fuel station -- even though the tank is considerably closer than the other station

bonus bug: I decided a temporary fix will be to upgrade the fuel stations -- and when I did, my excs decided to drive down to the bottom fuel tank cause they're out of fuel

1. load (bug - excs drive to bottom when upgrading.save) and unpause
2. around 0447-11-07 the fuel stations will start their upgrade and the two out-of-fuel excs will drive down to the bottom fuel tank

for the first bug, I just now noticed that the tower in question has "accept assigned only" on its import status, which seems to prevent it from going to the other fuel depot -- so turning that off for now is a temporary fix -- though it still doesn't explain why they're not going to the fuel tank

This is because we take the closest source (and probably fuel stations get a slight priority bump). But because the distance is Euclidean Distance and not the real path, it ends up like this.
