Population starving after Relocation of Housing

Issue description

Part of the population was starving after moving all housing blocks from one location on the map to another. Not indicated with icon over housing blocks, also food supply in housing blocks looks good. However, some people cannot work due to starving.

To resolve, pause all food delivery, wait until also other part of population is starving, then unpause. Afterwards, no one is starving.

Reproduction steps

1. Build new housing district with food supply
2. Demolish old housing district
3. Less workers than expected (orange indication in top bar) due to starving.
