UI Manual Launch Button Disappears On Selecting Cargo Type

Issue description

In the Rocket Launch Pad UI, the manual launch button at the bottom disappears after you select the cargo for the rocket from the UI section above. It appears, the Launch Control UI subgroup gets replaces with a condensed version that doesn't include the button upon cargo section, meaning to Manually launch you need to toggle the auto launch tickbox.

Reproduction steps

1. Open the Rocket launch pad UI.
2. Select any cargo from the submenu opened from the Automated orbit deliveries.

Yes, that is working as intended. In cargo mode, only auto-launch is possible at this moment.
