Shipyard and Ship not unloading cargo

Issue description

My Ship and shipyard are not unloading resources to available storage units. This occurs in all my games. The resources that are critical are not being unloaded from the ship or the shipyard to free and accessible storage on my island.

Reproduction steps

The shipyard is a mess! There is no warning as to why the cargo is just sitting there. There is no PRIORTY BUTTON! This issue is happening in all my games. Tens of years pass in game time, and the resources just sit there. Even when the storage is right next to the shipyard. I have sufficient trucks available to do the job. Sufficient workers are available to do the job. Please fix this, as I don't want to give a bad review.

As long as the shipyard has more than 400 units of resources, the ship won't be unloaded.

@poltime : Notice I mentioned BOTH - Ship & Shipyard are not unloading cargo?

The shipyard isn't unloading because the import of copper is prohibited. There is no storage for cement at all.
