Game doesn't launch after 0.7.4

When I start game, window of launching appears, running a couple of seconds then it disappears and nothing happening. I verifyed game files, deinstalled the game, cleared steam cache, updated visual c++, windows net framework. I don't know what you had changed after 0.7.4 legacy. This version only is available for me.

I can't attach any log file because I don't have any error so log is empty

I found out what the problem is. The problem is "SetThreadDescription". Which minimum Windows 10 version should be? I have 1607 (14393)

This is a very old version, just upgrade to the latest one.
