"Use surplus power only" setting is not copied

Issue description

Pretty much in the title. When copy / pasting an entity where the "Use surplus power only" setting is enabled, the status doesn't get pasted to the new entity. Also conveyors that have this enabled loose it when other conveyors get branched in / out of them.

Reproduction steps

1. Enable any entity "Use surplus power only" setting
2. Copy / Paste it
3. "Use surplus power only" setting is disabled on the new entity

I can't reproduce this. For me, the surplus power only setting gets copied just fine. I agree this doesn't work well when merging / joining belts, that's currently not supported.

Oh I see, I just checked with another building, it indeed works.
It doesn't work on storage though.
