Technologies needing space research progress without having or using any

Issue description

Reproduction steps

1. Start a research that does not require space research points.
2. As the progress bar in lab starts to fill up cancel the research (progress bar in lab stays between 0 and 100%)
3. Start research that requires sprace research points. It finishes the previously started progress bar awarding progress to the research that requires SRP despite not having or consuming any SRP.
4. It does not continue if you don't have SRP so just repeat steps 1-3 to complete technologies that need SRP without ever sending a rocket with electronics to space station.
