Trucks trying to reach dock not permitted for trucks

Issue description

Sometimes, I assume when H2 is or was low in my dock, the trucks complain they can't reach the dock. But the dock has a pipe with H2 connected and also has both incoming and outgoing trucks disabled. The problem solves itself after some time.

Reproduction steps

1. Get a coffee or tee
2. Feel user appreciation for a great game - really - thanks :-)
3. Load bug.save.zip
4. Check out warnings and dock

Thanks :) Is is that you disabled the dock access recently, and the trucks have a stale notification, or is that it was already disabled and they are still trying to get there? Could you please provide your save file?

Truck access was already disabled for a long time and has not been touched recently. What very likely changed was the amount of H2 in the dock. That might have just recently gone back to 100%.
